Does anybody know a statistical test to check if two samples are coming from distributions with the same means but different variances (Gaussian or more general)?

I was just curious whether there was a recommendation for a good book or tutorial on splines. I'd like to read a little more on the estimation of control parameters in particular.

What is the relationship between the exponential and Poisson distributions? I wonder.
